Expanding the Services Offered by the CLLAJ across the Pays Saint-Lois

Summary

EAFRD supported the establishment of a "youth housing services platform" across Pays Saint-Lois facilitating and accelerating access to independent housing for youth responding to their expectations and those of their families and local communities.

Background

CLLAJ hosts in the territory of the Communauté de Communes of St-Lô 900 young people annually, aged between 16 to 30 years. It provides information and guidance on housing aiming to offer a solution to housing for each youth. As part of the strategy of attracting new populations in the Pays St. Lois, CLLAJ whose scope of action is currently limited to the Saint-Lois district, has a project to expand this service across the Pays Saint-Lois.

Objective

The main objective was the development, in rural areas, of the services offered by CLLAJ, in consultation with the municipalities and municipal associations. CLLAJ aimed to i) implement solutions that have been identified: home services, information, orientation, etc.; ii) match supply to demand for housing in each territory; and iii) identify new housing in rural areas.

Main activities

Activities included: a) communication on various services offered by CLLAJ through information campaigns/outreach of 7municipalities; b) participatory assessment on the 7 territories to define the services tailored to needs and expectations of the territories, and make an offer to communities; c) drafting of agreements; d) provision of information and development of relationships with partners; e) establishment of organisational and material resources; f) launching of services at local level.

Results & Benefits

The main result of the project was the conduct of a global communication campaign. To meet people has taken a lot of time. The "diagnosis" phase has brought the necessary elements to the proposed development. It has also demonstrated the competence and seriousness of CLLAJ.

Lessons learnt

If an elected person is involved in such a project, the chances of success are higher. Elected officials are very busy in regards to their local political projects, a lot of work was thus required from the project team to ensure that the youth housing project becomes a fixture in their local political and territorial agenda.
