La toute première édition du magazine de mise en réseau du REDR, ‘Rural Connections’, est désormais disponible en ligne.
Le magazine Rural Connections propose des actualités et des mises à jour sur le développement rural européen, donne la parole aux acteurs du développement rural et présente des rapports et entrevues à propos d’initiatives de développement rural intéressantes en Europe.
Le magazine sera traduit en français, en allemand, en espagnol, en italien et en polonais. Pour s’inscrire et recevoir une copie papier du magazine, il suffit d’envoyer un e-mail à l’adresse subscribe@enrd.eu. Vous pouvez également commander un exemplaire gratuit en version papier à tout moment via EU bookshop.

| Lancement du Sous-groupe des Réseaux ruraux européens chargé de l’innovation |
Le Sous-groupe est composé de 56 représentants des Autorités de gestion, de réseaux ruraux nationaux, d’organisations de toute l’UE, de services de conseil et d’instituts de recherche. L’objectif est de généraliser l’innovation en identifiant les bonnes pratiques et en encourageant la mise en réseau des acteurs concernés.

| Nouveau marché unique numérique en Europe – Quels avantages pour les zones rurales ? |
La nouvelle stratégie pour un marché unique numérique (MUN) lancée le 6 mai par la Commission contribuera à combler la fracture numérique entre les zones urbaines et rurales. Elle vise à étendre la connexion internet à haut débit rapide/ultra-rapide à tout le territoire européen d’ici 2020.
« L’introduction ou l’amélioration de l’accès au haut débit dans les zones rurales est un facteur crucial pour favoriser la croissance et l’emploi, permettre aux entreprises de rester compétitives, intégrer les régions rurales dans le contexte économique global, et rendre les communautés rurales plus attrayantes », affirme Phil Hogan, commissaire européen à l’agriculture et au développement rural.
Les PDR nationaux et régionaux peuvent apporter leur contribution en soutenant la création ou l’amélioration de l’infrastructure haut débit. La stratégie MUN propose en outre un système de « guichet unique » pour informer les autorités municipales de toutes les possibilités de financements européens en la matière.

| Le Point de contact du REDR lance les «Ruralabs» |
|
Le Point de contact du REDR a lancé la toute première d’une série d’initiatives nationales appelées Ruralabs. Un Ruralab est un groupe de réflexion rassemblant des acteurs impliqués dans les aspects sociaux, économiques ou environnementaux du développement rural. Le but de ce groupe est d’examiner des solutions pratiques grâce auxquelles le travail en réseau peut contribuer au développement rural.

Le tout premier Ruralab a eu lieu le 29 avril à Utrecht, aux Pays-Bas, et a été organisé conjointement avec le Réseau rural national néerlandais (Netwerk Platteland). D’autres Ruralabs seront organisés dans tous les États membres de l’UE au cours des prochains mois. Pour de plus amples informations, vous pouvez contacter john.grieve@enrd.eu.

| Régalez-vous dans toute l’Europe |
Tasting Europe, un nouveau portail en ligne consacré au tourisme gastronomique en Europe, présente un large éventail de voyages liés à la gastronomie européenne et aux traditions culinaires.
|
Ce portail touristique a pour but de présenter l’Europe comme une destination de choix en diffusant des informations sur de nouveaux événements ou festivals gastronomiques, ainsi que sur des produits assortis d’un label de qualité provenant de 36 pays d’Europe. Les organisations et offices de tourisme sont encouragés à partager leurs produits sur le portail en utilisant le mot-clé #TastingEurope. |

| Une série de Parlements ruraux nationaux en Europe de l’Est |
Ces événements ont pour but de donner la possibilité aux communautés rurales de participer à l’élaboration des politiques. Ils s’inscrivent dans le cadre de plus de 30 campagnes nationales menées par les partenaires de chaque pays.
Tous ces événements visent également à apporter une contribution au Parlement rural européen, qui sera organisé à Schärding, en Autriche, du 4 au 6 novembre 2015.

| Appel à propositions pour évaluer l’utilisation potentielle des instruments financiers |
La Commission européenne a lancé un appel à propositions intitulé « Assistance multirégionale en vue de l’évaluation de l’utilisation potentielle des instruments financiers soutenus par le FEDER, le Fonds de cohésion, le FSE et le Feader, conformément au titre IV du règlement (UE) n°1303/2013. »
TCet appel, lancé conjointement par les DG REGIO, AGRI, EMPL et MARE, vise à développer la base de connaissances nécessaire pour améliorer les capacités administratives des organismes impliqués dans la mise en œuvre des instruments financiers. | Quel soutien pour les jeunes agriculteurs dans la nouvelle PAC? |
|
La nouvelle version de la PAC comporte des mesures plus efficaces pour permettre aux jeunes agriculteurs de s’installer et de développer leurs exploitations de manière efficace. Les nouveaux types d’aides incluent une augmentation des paiements directs (premier pilier de la PAC) ainsi qu’une aide à la création d’entreprises, des taux d’aide à l’investissement plus élevés et des conseils adaptés pour monter une entreprise (deuxième pilier de la PAC).

Cadre de suivi et d’évaluation de la Politique agricole commune
|
Cette nouvelle publication détaille l’approche et la méthodologie utilisées pour réaliser le suivi et l’évaluation de la période 2014-2020, notamment les changements relatifs au cadre de suivi et d’évaluation introduits dans le sillage des réformes de la PAC ainsi que l’objectif fondamental de simplification de la PAC.
Ce travail vise à contribuer à l’évaluation des performances de la PAC (comprenant maintenant le premier et le deuxième pilier) et permettra d’obtenir des informations précieuses pour définir les objectifs politiques et évaluer la mise en œuvre politique après 2020.
