Ex ante evaluation

The ex ante evaluation is the first step in the ongoing evaluation of the Rural Development Programmes (RDPs) 2007-2013, and forms part of drawing up each RDP before submitting for approval. By providing independent judgement and recommendations on technical and/or policy issues linked to the programmes, the ex ante evaluation aims to improve the quality of the programmes, optimise the allocation of budgetary resources and contribute to capacity building for future monitoring and evaluation activities.

For each RDP, the ex ante evaluation analyses in detail its underlying strategy and objectives - including baselines, quantifiable objectives and target levels. It should identify and appraise medium and long-term needs, the goals to be achieved, the results expected and the quantified targets particularly in terms of impact in relation to the baseline situation. Furthermore, it should consider the extent to which the Community’s priorities have been taken into account, the lessons drawn from previous programming and the quality of the procedures for implementation, monitoring, evaluation and financial management.

Ex ante evaluations are organised under the responsibility of the Member States and must be outsourced to independent evaluators, in accordance with Art. 84 of Council Regulation (EC) 1698/2005. Guidance note C of the Handbook on CMEF presents the guidelines for an ex ante evaluation of RDPs 2007-2013. The ex ante report should be annexed to every Rural Development Programme, in accordance with Annex 2 of Commission Regulation (EC) 1974/2006.
