Evaluation of RDPs 2007 > 2013

Requirements and rules for evaluation

Two Regulations are of particular significance with respect to evaluation of Rural Development Programmes:

Council Regulation (EC) No 1698/2005 of 20 September on support for Rural Development by the European Agricultural Fund for Rural Development (EAFRD)

This Regulation describes, under its title VII (Monitoring and evaluation), the evaluation and reporting requirements, including the Common Monitoring and Evaluation Framework (Article 80).

Commission Regulation (EC) No 1974/2006 of 15 December 2006 laying down detailed rules for the application of Council Regulation (EC) No 1698/2005 on support for Rural Development by the European Agricultural Fund for Rural Development (EAFRD).

This Regulation specifies in section 4 (Monitoring and evaluation), Article 62(1) that "The common set of baseline, output, result, and impact indicators for the Rural Development Programmes are listed in Annex VIII to this Regulation. That list of indicators shall form the Common Monitoring and Evaluation Framework (CMEF) referred to in Article 80 of Regulation (EC) No 1698/2005.

Organisational structure

Commission Decision of 20 February 2008 setting up the organisational structure for the European Network for Rural Development

The organisational structure of the European Network for Rural Development, i.e. also of the Evaluation Expert Network and its Evaluation Expert Committee, is set out in the above mentioned Commission Decision (Article 5). This Committee follows the work of the Evaluation Expert Network related to the exchange of expertise and establishment of best practice on evaluation of the rural development policy.
