Good Practice Workshop on Evaluation of National Rural Network Programmes - Brussels, Belgium – 7 February 2012
In the current programming period, four Member States (Germany, Italy, Spain and Portugal) have taken up the option of full programmes for their National Rural Networks, as per Art. 66 of Council Regulation (EC) No 1698/2005. These NRNPs are subject to ex ante, mid-term and ex post evaluations as per Art. 84 of Council Regulation (EC) No 1698/2005. During the mid-term evaluations of these NRNPs, it became clear that the Common Indicators and Evaluation Questions, of the Common Monitoring and Evaluation Framework, are not sufficiently developed to evaluate Network Programmes. Programme-specific indicators and evaluation questions had to be introduced, mainly outputs have been assessed and the definition of quantifiable indicators has been seen as a major challenge.
To reflect on the evaluation approaches, strengths and weaknesses of the methodologies used so far and draw key lessons for ongoing and ex post evaluation, a workshop was organised by the Evaluation Helpdesk on 7 February 2012.
