Good Practice Workshop on “Targeted data management for evidence-based evaluation in Rural Development” – Budapest, Hungary – 8 & 9 October 2012

Applying robust evaluation methods able to identify net effect and to assess the impacts of policy interventions are cornerstones for evidence-based evaluation in Rural Development. However, the methodological assessment of mid-term evaluation reports of 2007-2013 Rural Development Programmes[PDF ] highlighted that one of the most prevalent hindrances to the generation of reliable evaluation results came from problems with data availability and quality.

To inform evidence-based evaluation methods the data requirements are to be structured according to the type of intervention and the suggested evaluation method. Monitoring systems should be systematically prepared for later evaluation purposes and at the same time a good cooperation between data providers (i.e. Paying Agencies, statistical offices) and data users (Managing Authorities and evaluators) needs to be ensured.

As the importance of targeted data management will increase in the programming period 2014-2020, a workshop was organized by the Evaluation Helpdesk in cooperation with the Managing Authority of the Hungarian Rural Development Programme in the Ministry’s premises on October 8 & 9, 2012 in Budapest to discuss, exchange experiences and draw lessons from current practices. The group works’ outcomes brought in recommendations for setting up a targeted data management system in the current and the future programming period.
