Die 21. Ausgabe des EU-Magazins Ländlicher Raum hebt nicht nur auf die Relevanz der EU Politik zur Entwicklung des ländlichen Raums für das Angehen allgemeiner gesellschaftlicher Herausforderungen hervor , sondern zeigt auch Möglichkeiten auf, solchen Herausforderungen zu begegnen, und vor Ort größtmögliche positive Effekte zu erzielen.
Im Mittelpunkt stehen Lösungsansätze zum Angehen des eingeschränkten Breitband-Internetzugangs im ländlichen Raum, des globalen Klimawandels und der derzeitigen Flüchtlingskrise. Darüber hinaus werden die besonderen Möglichkeiten beleuchtet, die neue und weiterentwickelten EU-Politikinstrumente (Multifonds-CLLD Ansatz, Europäischer Fonds für strategische Investitionen und ELER -Kooperationsmaßnahme M16) bieten.

| Finanzierungsmöglichkeiten für ländliche Gebiete |
Für die ENRD-Akteure sind die speziellen Möglichkeiten zur strategischen Koordinierung zwischen dem Europäischen Landwirtschaftsfonds für die Entwicklung des ländlichen Raums (ELER) und dem EFSI – auf Projektebene oder durch ein Finanzinstrument – besonders interessant.

| Klimaschutz und EPLRs |
Eine neue Studie der Europäischen Kommission fasst potenzielle Beiträge der Entwicklungsprogramme für den ländlichen Raum (EPLR) zum Klimaschutz in der EU zusammen.
Mit Blick auf spezifische ELER-Maßnahmen werden die erwarteten Netto-Treibhausgasemissionen beschrieben, um die politischen Entscheidungsträger dabei zu unterstützen, diverse soziale, ökonomische und umweltbezogene Ziele zu erreichen.

| Verbesserung der Umsetzung von LEADER/CLLD |
|
Mit einer Reihe von ENRD-Veranstaltungen zum Thema LEADER/CLLD sollen der Austausch praktischer Erfahrungen und der Aufbau von Kapazitäten bei Behörden, die für die Umsetzung von LEADER zuständig sind, unterstützt werden.

| NRN-Cluster auf der Agenda |
Auf dem letzten Treffen der nationalen Netzwerke für ländliche Räume (NRN), das am 29. Februar und 1. März in Bled, Slowenien, stattfand, diskutierten die Netzwerkvertreter gemeinsame Ideen und Schwerpunkte zur Verbesserung der Umsetzung der Entwicklungsprogramme für den ländlichen Raum (EPLR). Dabei ging es darum, das Potenzial für den Beginn gemeinsamer Aktivitäten in kleineren Gruppen zu ermitteln.

Die Netzwerkvertreter trafen sich beim „Speeddating“ und in „Open-Space-Diskussionsrunden“ , um mögliche Partner für die gemeinsame Arbeit kennenzulernen. Außerdem fanden drei größere Workshops statt, die die derzeit wichtigsten Themen für die NRNs, die in einer Umfrage ermittelt wurden, aufgriffen: ELER-Maßnahme 16 (Kooperation), intelligente Versorgungsketten und Junglandwirte.
Die Teilnehmer diskutierten darüber hinaus über den Wert unabhängiger Netzwerkevaluierung und spezifische Prozesse für die Selbstbewertung der Netzwerke.

| Statistisches Buch zur Land-, Forst- und Fischwirtschaft |
|
|
| Sie umfasst Daten zur Produktion und greift Aspekte zum Umweltschutz sowie Indikatoren, wie Größe landwirtschaftlicher Betriebe, Preise für Agrarerzeugnisse und Produktionsmethoden, auf. Ein ganzes Kapitel befasst sich mit der Entwicklung der Statistik über Milcherzeugnisse in den letzten 30 Jahren. |

| Zusammenfassung der Ex-ante-Bewertungen der EPLR 2014–2020 |
In einem neuen Bericht, der die Ex-ante-Bewertungen aller Entwicklungsprogramme für den ländlichen Raum (EPLR) 2014–2020 analysiert und zusammenfasst, werden die allgemeinen Trends und Unterschiede zwischen den EPLRs aufgezeigt und daraus konkrete Schlussfolgerungen abgeleitet.
Der Bericht stellt insbesondere heraus, dass es notwendig ist, angemessene Vorgehensweisen zum Erzielen von Wirkungen zu definieren, für klare Kontroll- und Überprüfungsregelungen zu sorgen, die Kohärenz zwischen den beiden Säulen der GAP zu stärken und eine engere Verbindung zwischen den ELER-Maßnahmen und den Europa-2020-Zielen zu schaffen. Die Verbreitung von bewährten Verfahren, insbesondere im Zusammenhang mit neuen ELER-Maßnahmen und Koordinierungsmechanismen, wurde als Empfehlung hervorgehoben.

| Lenkungsgruppe stärkt gemeinsame Arbeit |
Bei der 4. Sitzung der Lenkungsgruppe der ländlichen Netzwerke standen Möglichkeiten zur besseren Ergänzung der Arbeit des ENRD und der Netzwerke der EIP-AGRI im Mittelpunkt. Darüber hinaus ging es darum, was getan werden muss, um sicherzustellen, dass die Stakeholder Arbeitsergebnisse effektiv aufgreifen und nutzen.
Die Teilnehmer stellten die Relevanz der gemeinsamen Planung und die Notwendigkeit verbesserter interner und externer Kommunikation heraus. Eine entscheidende Rolle kommt dabei den Interessengruppen – z. B. den nationalen Netzwerken und sektoralen Einrichtungen – als Multiplikatoren innerhalb der europäischen Netzwerke zu.

| Flüchtlinge: bewährte LEADER/CLLD-Verfahren |
Vor Kurzem berichtete AEIDL über LEADER-Projekte im finnischen Punkalaidun, die seit 2011 zur erfolgreichen Integration von Einwanderern, Flüchtlingen und Asylsuchenden durchgeführt werden. Weitere positive Beispiele und übertragbare Modelle werden gesucht.
Der Bericht erläutert, dass diese Projekte jetzt im ganzen Land als Referenz dienen und unterstreicht, dass die lokale Aktionsgruppe (LAG) Joutsenten Reitti, die an diesen Projekten mitarbeitet, an gebietsübergreifenden und transnationalen Kooperationsprojekten interessiert ist.

| Ländliche Vernetzung im Überblick |
|
Lesen Sie die neue ENRD-Broschüre, die einen Überblick über die Vernetzung ländlicher Akteure in Europa gibt, und teilen Sie diese mit anderen Akteuren der ländlichen Entwicklung.
|
Die Broschüre erklärt die EU-Politik zur Entwicklung des ländlichen Raums und zeigt auf, wie Vernetzungsaktivitäten über das ENRD zu bestmöglichen Ergebnissen führen können. Derzeit kann die Broschüre in englischer Sprache im Internet heruntergeladen werden und ist darüber hinaus im Digital- und Offsetdruck erhältlich. Übersetzungen in alle offiziellen Sprachen der EU folgen in Kürze.
