Context: 

Pays du Mans is an urban and peri-urban territory composed of 45 municipalities which form 3 local authorities (Maine Coeur de Sarthe, Orée de Bercé Belinois and Sud Est du Pays Manceau), and 1 urban authority (Le Mans Métropole). The population of the territory is 270,000. The core strategy of the territory is town-countryside cooperation and complementarity. The role of Pays du Mans as an organisation is to project manage, to facilitate and create networking opportunities, and to assist local key players.
The Leader programme in Pays du Mans covers the 3 peri-urban local authorities for a total population of 64,000 (the urban authority benefits from a FEDER investment programme), and has a priority goal: reinforcing territorial solidarity and cooperation through energy and environmental transition.

Objectives: 

- Energy transition and Renewable energies:
o Actions for developing wind energy and biomass energy from organic materials, with a particular focus on local and citizen participation and involvement,
o Actions for developing solar energy (thermal and photovoltaic) in the local built environment,
o Increasing the number of energy renovations in public or private buildings (in particular housing) via communication campaigns and assisting group projects,
o Local authority planning and action plans for climate / energy / air quality
- Circular economy:
o Actions in favour of industrial ecology (developing synergies, creating prospects, etc),
o Building projects based on the circular economy model in the building conception phase,
o Resource centres (facilities for reusable items and materials).
