National Evaluation Networks

National Rural Networks (NRNs) have been established in each Member State under Articles 66(3) and 68 of Council Regulation (EC) No 1698 /2005. Their structure and organisation may differ although in all cases their main role is to support the implementation and evaluation of rural development policy.

Some Member States have established national evaluation networks or related structures at their own initiative to provide support with the evaluation of Rural Development Programmes. Below is summary detail about these structures in the four Member States that have taken up the option of full programmes for their NRNs, as per Art. 66 of Council Regulation (EC) No 1698 /2005.

In two Member States (Italy and Spain), the networking structure which has been set up to deal with evaluation is an integral part of the National Rural Network. In Germany, the evaluation network is financed out of a national fund (for further information see the section on MEN-D below), while in Portugal it is a Thematic Group on Evaluation.

 

Germany - Monitoring and Evaluation Network for Agrarian Structure and Rural Development (MEN-D)

The MEN-D office was established in 2009 to develop and support a National Monitoring and Evaluation Network for Agrarian Structure and Rural Development in Germany. It will continue its operations through until 2014. The network is financed by the German Federal Ministry of Food, Agriculture and Consumer Protection (BMELV) through the Joint Task ‘Improvement of Agrarian Structures and Coastal Protection’ (GAK), as defined in the national framework regulation for rural policy in Germany. The specific tasks of the MEN-D are defined within the framework of an annual work programme. The main goals of the MEN-D network are:

  • networking with the key players at EU, national and regional level though thematic workshops, dissemination of current evaluation practices and communication tools (website, newsletter etc.);
  • continuous improvement of the current monitoring and evaluation requirements as laid down in the Common Monitoring and Evaluation Framework, with respect to Rural Development Programmes funded by GAK and EAFRD and;
  • revision and simplification of the current monitoring and evaluation system and the development of  options for the post 2013 funding period.

The Ministry for Agriculture, Food and Forestry Policies (Mipaaf) manages Italy’s National Rural Network within which has been established the Task force on Monitoring and Evaluation. The function of the Task force is to provide support to the building and the coordination of the Italian evaluation system, responding, in general, to the need to spread a culture of evaluation at all levels.

The activities carried out by NEN relate to:

  • raising the overall quality of evaluations carried out by central and regional administrations;
  • strengthening professional evaluation capacities of the Rural Development Programme Managing Authorities;
  • ensuring coordination of methods and assessment procedures and improving the comparability of results and the use of the evaluations;
  • stimulating the definition of a common framework of indicators coherent with those provided by the Common Monitoring and Evaluation Framework;
  • fostering the dissemination of  innovative evaluation and monitoring methodologies;
  • undertaking strategic monitoring;
  • encouraging coordination with the activities of the National Evaluation System for regional cohesion policy (NES).

Portugal – Thematic Group on Evaluation

Portuguese National Rural Network

The Thematic Group for Evaluation (GTA) provides support in helping to improve the effectiveness of Rural Development Programmes (RDPs) in Portugal.

More specifically, the GTA:

  • monitors ongoing evaluation of the RDPs and helps to address evaluation related challenges;
  • contributes to identifying and conducting thematic studies related to evaluation;
  • identifies and shares best evaluation practices and;
  • collaborates with the Evaluation Expert Network and the Evaluation Expert Committee.
The group includes representatives of the Managing Authorities of Portugal’s four RDPs, programme evaluators and paying agencies and is coordinated by the Planning and Agro-Food Policies Office of the Ministry of Agriculture. Other organizations may be represented when appropriate. The group meets regularly, at least three times per year.

Spanish National Rural Network

The Subcommittee on Evaluation is one of two subcommittees (the other one is the Leader subcommittee) that are currently in place within the National Rural Network.

The Spanish National Rural Network was set up to:

  • support the implementation of Rural Development Programmes for the current period of 2007-2013;
  • offer a stable and long term framework for relationships between the different actors involved in rural development;
  • help promote innovative and creative ideas for building an attractive future for rural areas and serve as a tool to work more closely with organisations at European level.

The National Rural Network is made up of various ministries, public bodies and organisations and actors involved in rural areas. It is coordinated by the Ministry of Environment, Rural and Marine Affairs.
