Good Practice Workshop on “The ex ante evaluation of SWOT analysis and needs assessment” – Prague, Czech Republic – 27 & 28 May 2013

The SWOT analysis and needs assessment of Rural Development Programmes (RDPs) draw on evidence to justify the RDP’s intervention logic. RDPs should address the most relevant needs of rural areas in EU Member States and contribute to the Union’s development priorities and the EU strategy for smart, sustainable and inclusive growth.

Managing Authorities develop their RDP and receive feedback through the ex ante evaluation of their SWOT analysis, needs assessment and RDP intervention logic. Feedback may refer to:

  • Quality of data and use of common context indicators;
  • Completeness and consistency of the SWOT analysis and needs assessment;
  • Structure of the SWOT and needs assessment;
  • Linkages between SWOT analysis, needs assessment and RDP intervention logic, etc.

In order to discuss specific issues on the ex ante evaluation of the SWOT analysis and needs assessment, a workshop was organized by the Evaluation Helpdesk in cooperation with the Ministry of Agriculture of the Czech Republic on 27 & 28 May 2013 in Prague.
