Guidance on specific indicators

Development of guidance and other support to improve evaluation of Rural Development Programmes is a key function of the Evaluation Expert Network, as indicated in Article 67 (e) of Council Regulation (EC) No. 1698/2005. The Common Monitoring and Evaluation Framework (CMEF) and its set of guidance documents (the Handbook on CMEF) are tools for Member States to implement this Regulation in the period 2007-2013.

There are, however, areas where additional guidance is needed to complement and/or clarify the CMEF and its Handbook on specific evaluation aspects. This section presents such guidance developed in relation to specific indicators.

Some of the needs concerning specific indicators were already identified at the start of the programme period, such as the application of the high nature value (HNV) impact indicator. Other needs, e.g.  guidance on value added indicators, have emerged through Evaluation Expert Network feedback loops with Member States during early implementation of the CMEF. These feedback loops include the Evaluation Expert Committee and a range of activities in collaborative settings coordinated by the Evaluation Helpdesk.

Further guidance will be prepared according to the needs of the Member States as elaborated within the Annual Work Programmes of the Evaluation Expert Network.
