EU Bioenergy Policies and their effects on rural areas and agriculture policies (AGRINERGY)

Summary: The aim was to analyse and understand the socio-economic, environmental and societal issues of EU bioenergy policies and their effects on future Common Agricultural Policy (CAP), and how they fit into the concept of sustainable rural development. The project outputs include a general review on the effects of higher biomass production on the agricultural sector in the European Union.

    Three working groups addressed these questions:
  1. Does bioenergy contribute to local added value and can it further enhance future development of rural areas?
  2. What are sound policy approaches to guarantee a fair trade of biomass without further depletion of natural resources in exporting countries?
  3. How can sustainability measures for bioenergy be inserted in agricultural, energy and environmental policies?
    An international conference on Agrinergy preceded development and dissemination of a set of policy briefs on:
  1. Effects of production of energy crops on the environment;
  2. Effects of production of energy crops on rural development in EU;
  3. Effects of EU bioenergy policies outside Europe.

Overall purpose: Summarise and explain the link between the Common Agricultural Policies (CAP), the development of rural areas, environmental protection and EU bioenergy policies; bring together policymakers, decision makers, stakeholders and experts in the field of the CAP, bioenergy, environment and international trade to develop a common language and understanding; to develop cornerstones for future policy-making, fostering the growth of large volumes of biomass in agriculture and simultaneously ensuring sustainable (environmentally friendly and socially acceptable) use of bioenergy and development of rural areas.
