Management of Rural Development

Due to its federal structure, the Federal Republic of Germany implements rural development policy through rural development programmes (RDP) established at the regional level of the Länder. In this respect, 14 regional programmes have been approved in relation with a National Strategy Plan for rural development (Note: Niedersachsen and Bremen as well as -Brandenburg and Berlin present joint programmes) coordinated by the German Federal Ministry of Food, Agriculture and Consumer Protection.

Two programmes established at national level have also been approved by the Commission: the national network, and a national framework whose measures can be taken over in regional programmes with funding from the respective federal State (Bund).

Summary of rural development policy objectives

A Joint Task Federal State/Länder for the "Improvement of Agricultural Structures and Coastal Protection“ (GAK) has established a common framework whose main elements constitute the National Framework mentioned above and the core of the regional rural development programmes.

Key objectives include:

  • Improving the competitiveness and efficiency of agriculture, forestry and food sectors;
  • Support of environmentally-friendly methods and the adaptation of agriculture and forestry to the requirements of environmental and nature protection;
  • Securing and strengthening the functional capability of structures in rural areas;
  • Improvement of coastal protection.

The National Framework supports the goals formulated in the National Strategic Plan for the development of rural areas in Germany and thus makes an important contribution to:

  • Harmonization of the support to agricultural structure from Bund and Länder;
  • Securing the participation of all regions in the concentration and coordination of EU, federal and regional (Länder) programmes, thus to improvinge the efficiency of the use of public funds.
