Upgrading Local Roads and Infrastructure in Neamt County
Summary
This village based project was initiated by the Stefan cel Mare Commune, in Neamt County. The local rural infrastructure was maintained and modernised to improve the quality of life for local residents.
Background
Stefan cel Mare Commune in Neamt County has prior experience utilising EU-funded projects to support the commune's long-term development strategy. One example was a project in which a water supply system was set up in the commune. In 2008, under the framework of the National Rural Development Programme, the Commune decided to apply for funds to improve the road network, as a high quality road network is an important condition for a good quality of life in rural areas. It allows easy access to local facilities and provides a platform for further improvements to be made.
Objective
The overarching goal of the project was to contribute to improving the quality of life of local residents through enabling them access to better local infrastructure. The specific objectives were the modernization of the local road system and specific infrastructure renovations to the town centre.
Main activities
During the project a range of activities were carried out. The main activity was improving the local roads by covering them with light asphalt. Machinery to maintain the roads was also purchased. This included machinery for snow removal, tree trimming and grass cutting. In addition, works were carried out in the town centre to construct a library and an exhibition hall. Lastly, improvements were made to the water, electricity and heat supplies in the commune.
Results & Benefits
The project has resurfaced 9,22km of roads, constructed a library and an exhibition hall, and enhanced water, electricity and heat supply networks. Thus, the inhabitants benefit from better infrastructure and access to a wider range of cultural activities. Based on the success of this project, further improvements are planned. Specifically, investment projects have been applied for to renovate the school and local medical clinic, extend the electricity grid, and build houses for young families.
Lessons learnt
This project shows how the availability of good infrastructure is a prerequisite to improve the quality and quantity of services offered to local people and potential tourists. It is also a stepping stone enabling further improvements. Good infrastructure is an important base necessary to support sound economic and social growth.
