The main aim of the campaign package is to inform a wide range of rural development stakeholders about cross compliance - how it works, what the responsibilities of the various stakeholders are, and what benefits arise for the stakeholder groups and individuals. There was a particular emphasis on overcoming the notion that cross compliance only consists of EU obligations for farmers without benefits. In other words, using the campaign package to leverage a greater understanding of the need for the policy and what it does for individuals and society overall.
