    Summary

    Estonia launched a competition in 2011 to identify the best Leader projects in Estonia, in five categories: i) agricultural; ii) rural entrepreneur; iii) environmental; iv) youth; and v) cooperation. Each category had four finalists proposed from a preliminary round of all original nominated projects. The winners were announced at an award event as part of the Leader Summer Seminar 2011 (July), which included a gala dinner with music and dancing. The summer seminar included discussions in workgroups about Leader experiences and a "Let's SWOT Leader" activity.

    The main aim of the competition was to promote the Leader approach as a vital tool for sustainable rural development in Estonia. It also provided an opportunity to give wider visibility to the priorities and achievements of the rural development programme, particularly community led local development within the Leader framework.

    Information about the competition sent to e-mail lists, also published on the NRN web-site and in newspapers. Applications for the competition were accepted via e-mail. The awarding ceremony was a public event so everybody had the chance to participate. A total of people attended the award ceremony. The daytime part of the event was held outdoors, the evening part was more ceremonial and 200 people received invitations for this. Prizes included a certificate of achievement, a special forged 'Leader tree', a special commemorative pack including photos which was published in English afterwards, and all nominees participated in a study-trip to Malta organized in cooperation with Maltese National Rural Network Unit.

    Assessment of effectiveness

    The competition fulfilled its aim, and people really became more aware of Leader in Estonia as. The wider publicity showed that local development initiatives in rural areas are really broad. It confirmed that acknowledgement of achievements through competitions like this is important because many good examples are shared with a wider audience. A lesson is that application forms should be simplified and different categories should be visually clearly divided.
