This is the highlights report of the 10th Thematic Group Meeting on ‘Smart Villages’.

The meeting focused on how Smart Villages can support a transition to a low carbon economy in  rural areas. Participants discussed the European Renewable Energy Directive and how it requires Member States to create an enabling environment for Renewable Energy Communities (RECs) in order to help meet Europe’s targets for climate change.

EAFRD Projects Brochure Rural Inspiration Awards 2019

This Projects Brochure brings the 25 finalists of the Rural Inspiration Awards (RIA) 2019 back into the spotlight. It gives well‑deserved visibility to their projects, provides updates on their achievements, and hopes to inspire new projects.

The RIA 2019 were the first EU-wide rural development good practice competition organised by the ENRD in the 2014-2020 programming period. This initiative celebrated projects that are using funding from the European Agricultural Fund for Rural Development (EAFRD) in an inspiring way to make European rural areas more competitive, sustainable and inclusive.

This briefing document specifically explores the potential role of non-LEADER/CLLD cooperation for supporting Smart Villages.

It has been developed primarily by interpreting guidance and experiences from previous programming periods in the context of the Commission’s proposal for a Regulation on ‘CAP Strategic Plans’ for the period 2021-2027.

This briefing provides references to a selection of planning tools to help practitioners, local decision-makers, and community groups to design and develop sustainable rural services. Even though the focus is clearly set on rural services, each tool can equally fit other types of intervention.

This case study explores a holistic approach to the digitisation of rural services, implemented by the the Fraunhofer Institute in several pilot villages in Germany. The creation of a common digital platform has enabled the development of new solutions for the supply of local goods, communication, mobility and e-government through shared services and common rules.

This case study explores the Finnish ‘Smart Countryside’ analysis of the challenges facing the country's rural areas and the opportunities offered by digitisation. It overviews a range of recommendations for improving digital innovations in rural services that have been used to inform both existing and new programmes in Finland.

This is the report of the ENRD LEADER Thematic Lab on 'Smart Villages'.

This first LEADER Thematic Lab considered  the ways that LEADER and Smart Villages can work together and how LEADER can effectively support Smart Village development. Local practitioners from across the EU shared experiences and lessons learned and discussed possible inputs for the future CAP Strategic Plans.
