La Revue rurale de l'UE n° 21 aborde les « réponses rurales aux défis européens ». La publication met non seulement en avant la pertinence de la politique de développement rural de l'UE pour les défis sociétaux au sens large, mais aussi les opportunités pratiques pour générer un maximum d'impact positif sur le terrain.
TLa publication se concentre sur les réponses aux défis que posent l'accès limité à l'internet haut débit en zones rurales, le changement climatique mondial et la crise actuelle des réfugiés. Elle explore ensuite quelques-unes des opportunités spécifiques fournies par des outils politiques de l'UE, nouveaux ou en développement : le CLLD plurifonds ; le Fonds européen pour les investissements stratégiques ; et la mesure sur la coopération (M16) du PDR.

| Financement des opportunités pour les zones rurales |
Les opportunités spécifiques de coordination stratégique entre le Fonds européen agricole pour le développement rural (FEADER) et l'EFSI – au niveau du projet ou à travers un instrument financier – sont particulièrement pertinentes pour les acteurs du REDR.

| Action pour le climat et les PDR |
Une nouvelle étude de la Commission européenne passe en revue les possibles contributions des programmes de développement rural (PDR) à l'action pour le climat en Europe.
En ce qui concerne les mesures spécifiques des PDR, elle décrit les émissions nettes de gaz à effet de serre attendues pour aider les décideurs politiques à mieux répondre aux multiples objectifs sociaux, économiques et environnementaux.

| Amélioration de l'exécution de l'approche LEADER/CLLD |
|
Une série d'événements du REDR dédiés à l'approche LEADER/CLLD visent à permettre un échange d'expériences pratiques et à développer les capacités des autorités en charge de l'exécution de l'approche LEADER.

| Groupes de RRN au programme |
Lors de la dernière réunion des réseaux ruraux nationaux (RRN), qui a eu lieu les 29 février et 1er mars à Bled, en Slovénie, des représentants de réseaux ont discuté d'idées communes et de priorités visant à améliorer la mise en œuvre des programmes de développement rural (PDR). L'objectif était d'identifier la possibilité de lancer un travail conjoint dans des groupes restreints.

Les réseaux se sont réunis bilatéralement lors d'une séance de « speed-dating » et dans des groupes de discussion ouverts en vue d'identifier des partenaires potentiels pour le travail conjoint. Ils se sont aussi réunis au sein de trois ateliers élargis sur des thèmes de grande actualité pour les RRN et ayant été identifiés comme tels par une étude: mesure 16 - coopération; chaînes d'approvisionnement intelligentes; jeunes agriculteurs.
Les participants ont aussi discuté de la valeur d'une évaluation indépendante des réseaux et de processus spécifiques pour l'auto-évaluation des réseaux.

| Livre statistique sur l'agriculture, la sylviculture et la pêche |
|
|
| La publication couvre les données de production, ainsi que des aspects pertinents pour la protection environnementale et des indicateurs tels que la taille des exploitations, les prix des produits agricoles et les méthodes de production. Un chapitre entier est dédié à l'évolution des statistiques laitières au cours des 30 dernières années. |
|

| Synthèse des évaluations ex ante des PDR 2014-2020 |
Un nouveau rapport analysant et synthétisant les évaluations ex ante de tous les programmes de développement rural (PDR) a mis en avant des tendances communes et des différences entre les PDR, et en a tiré des conclusions concrètes.
Le rapport souligne en particulier le besoin de : définition de méthodologies adéquates pour identifier les impacts ; clarté dans les dispositions en matière de contrôle et de vérification ; cohérence renforcée entre les deux piliers de la PAC ; et un lien plus étroit entre les mesures des PDR et les objectifs de la stratégie Europe 2020. La diffusion des bonnes pratiques, en particulier en ce qui concerne les nouvelles mesures et les mécanismes de coopération, constitue la principale recommandation.

| Le Comité de pilotage renforce le travail conjoint |
La 4e réunion du Comité de pilotage des Réseaux ruraux a examiné comment renforcer la complémentarité du travail entre les réseaux REDR et PEI-AGRI – ainsi que les efforts à consentir pour assurer que les résultats soient efficacement assimilés et exploités par les intervenants.
Les participants ont souligné l'importance d'une planification commune et la nécessité d'une communication interne et externe renforcée. Le rôle des groupes de parties prenantes – comme les RRN et les organes sectoriels – en tant que multiplicateurs au sein des réseaux européens est capital.

| Réfugiés : bonnes pratiques LEADER/CLLD |
Les projets LEADER à Punkalaidun (Finlande), œuvrant depuis 2011 à la bonne intégration des migrants, des réfugiés et des demandeurs d'asile, ont récemment été mis en avant par l'AEIDL. D'autres exemples positifs et modèles transposables sont nécessaires.
Le rapport indique que ces projets font désormais office de référence dans tout le pays et que Joutsenten Reitti, le groupe d'action locale (GAL) finlandais impliqué dans ces projets, est prêt à explorer des projets de coopération interterritoriale ou transnationale.

Lisez la nouvelle brochure du REDR sur les réseaux ruraux en Europe et partagez-la avec d'autres acteurs du développement rural.
|
La brochure explique la politique de développement rural de l'UE et explore comment les activités de mise en réseau à travers le REDR peuvent contribuer à de meilleurs résultats. Elle est actuellement disponible au téléchargement en ligne, ainsi qu'en format d'impression digitale et offset, en anglais. Des traductions dans toutes les langues officielles de l'UE suivront bientôt.
