Le REDR lance un appel à bonnes pratiques |
|
Le Point de contact du REDR est à la recherche d’exemples de bonnes pratiques d’utilisation des technologies modernes d’information et de communication (TIC) en zone rurale, en particulier issues d’initiatives ayant bénéficié du soutien du Programme de développement rural (PDR).
Déploiement du haut débit en zone rurale, nouveaux services numériques, soutien des TIC au tourisme rural ou aux filières courtes, envoyez vos exemples de bonnes pratiques à l’adresse : david.lamb@enrd.eu. Les projets et initiatives sélectionnés viendront alimenter le travail thématique du REDR des neuf prochains mois sur les « zones rurales intelligentes et compétitives ».

| Les résumés des PDR sont en ligne |
Le Point de contact du REDR a rédigé les résumés de 38 des 118 programmes nationaux et régionaux de développement rural (PDR) pour la période 2014-2020.
Ces résumés fournissent des informations générales sur le territoire couvert par le PDR ainsi qu’un aperçu des dépenses prévues, des mesures et des objectifs pour 2013, classés par priorité de développement et par domaine thématique. Les résumés des autres PDR seront mis en ligne sur le site internet du REDR, au fur et à mesure.

| Comment améliorer la participation des parties prenantes? |
Le rapport final du groupe thématique du REDR sur la « participation des parties prenantes » est à présent disponible sur le site web du REDR.
Le rapport met en avant le mandat élargi des Réseaux ruraux nationaux (RRN), désormais chargés de rassembler différents groupes de parties prenantes au sein d’une plateforme commune et de faire le lien avec l’élaboration des politiques. Pour mener à bien cette mission, les réseaux européens et nationaux devront mieux utiliser les outils actuellement à leur disposition, ainsi que les échanges de connaissances et l’apprentissage par les pairs entre les États membres.

| Nouvelle base de données de projets européenne |
La Commission européenne a récemment lancé une base de données en ligne de plus de 500 projets financés au titre du budget européen. Des pratiques efficaces et orientées sur les résultats y sont présentées.
|
La base de données permet d’effectuer des recherches par pays et par domaine de financement et inclut actuellement 78 bonnes pratiques dans le domaine de l’agriculture et du développement rural. Consultez également la nouvelle publication de la DG AGRI : « EU agriculture spending focused on results ».

| Nouveau guide sur les instruments financiers |
Un nouveau guide succinct qui explique comment développer un plan d’action pour les instruments financiers (IF) relevant des Fonds structurels et d’investissement européens a été lancé sur la plateforme de conseils fi-compass.
|
|
Ce guide passe en revue le cycle de vie des IF, à savoir leur développement, leur structure, leur mise en œuvre et leur clôture. Il résume les principales activités en rapport avec ces quatre phases et entend aider ainsi les Autorités de gestion à utiliser efficacement les IF pour investir dans la croissance et le développement.

| Dernières places pour Schärding 2015! |
Les dernières places pour le Parlement rural européen, qui se tiendra à Schärding, en Autriche, du 4 au 6 novembre 2015 sont en cours d’attribution. Si vous souhaitez y participer, veuillez vous inscrire ici.

Le Parlement rural européen sera l’aboutissement de la diffusion dans toute l’Europe d’idées émanant des communautés rurales. Cet événement de trois jours sera ponctué de visites d’étude, d’ateliers et de séances plénières qui déboucheront sur un Manifeste rural européen destiné à orienter l’avenir des actions rurales.

| Appel à la publication d’un livre blanc sur la ruralité |
|
|
| Le mouvement estime nécessaire d’exploiter pleinement le potentiel des zones rurales à contribuer à la cohésion territoriale et à une croissance inclusive, durable et intelligente. Des thèmes comme l’équilibre rural-urbain, l’accès aux services publics et les infrastructures de qualité devront être pris en compte. |

| Fiches sur les accords de partenariat 2014-2020 |
Le Point de contact du REDR a publié des fiches avec des informations clés sur les 28 accords de partenariat (AP) signés entre les États membres et la Commission au cours de la nouvelle période de programmation.
Les fiches donnent un aperçu des liens entre différentes politiques et fonds européens en mettant notamment l’accent sur le FEADER dans chaque État membre. Elles montrent en particulier la ventilation du budget du FEADER entre les objectifs thématiques, comme la recherche et l’innovation, l’environnement et l’utilisation efficace des ressources, l’emploi et l’inclusion sociale.

| Projets de coopération des GAL italiens |
Une nouvelle étude se penche sur les projets de coopération territoriale mis en œuvre par les Groupes d’action locale (GAL) italiens, dans le cadre de l’approche de LEADER ou indépendamment de celle-ci. L’étude est disponible en italien et en anglais.
L’étude analyse les difficultés propres à la phase de planification et à la phase opérationnelle, les résultats clés et les enseignements tirés de plus de 330 projets de coopération. Elle fournit en outre un aperçu détaillé des défis et des opportunités de la nouvelle période de programmation.

| Initiatives Recherche & Innovation |
Le PEI-AGRI a produit une nouvelle brochure qui fournit un aperçu de diverses initiatives de recherche et de développement financées par l’UE visant à rassembler chercheurs, petits agriculteurs, sylviculteurs et industrie.
L’initiative couvre des domaines comme l’agriculture biologique ; l’environnement et le changement climatique ; la bio-énergie ; la bio-économie ; et la coopération internationale. La publication fait une différence entre les initiatives de financement des activités de recherche et les initiatives de mise en réseau et d’identification des besoins de la recherche.

| Projet de programme Horizon 2020 |
|
|
Une fois le programme officiellement approuvé, à la mi-octobre 2015, le PEI-AGRI devrait publier une brochure sur les appels Horizon 2000 destinés aux acteurs de l’agriculture, notamment pour des thèmes transversaux comme « la promotion d’une agriculture plus écologique » et « l’agriculture circulaire ». | Avis du CESE sur les nouveaux PDR |

|
Le Comité s’est félicité de l’utilisation accrue de l’approche LEADER/DLAL et a souligné l’importance du soutien technique, du mentorat et de la formation pour tous les acteurs concernés. Le document salue le travail de dissémination des bonnes pratiques et de renforcement des capacités réalisé par les Réseaux ruraux européens. |
