Neues Garantieinstrument zur Finanzierung für die Landwirtschaft |

Im Rahmen einer gemeinsamen Veranstaltung der Europäischen Kommission (EK) und der Europäischen Investitionsbank (EIB) wurde ein neues „Garantiemodell“ für die Landwirtschaft eingeführt, um Landwirten und anderen Unternehmen des ländlichen Raums leichteren Zugang zu Finanzierungsmitteln zu bieten. Das neue Garantiemodell der EIB kann von den Mitgliedstaaten bereits angepasst und verwendet werden.
Bei der Veranstaltung am 23. März betonte Kommissar Hogan in seiner Rede, dass eine Summe von beispielsweise 100 000 EUR für Darlehen im Wert von 200 000 EUR, 300 000 EUR oder mehr genutzt werden könne. Er erinnerte außerdem daran, dass die EPLR geändert und um Bestimmungen für derartige Finanzierungsinstrumente erweitert werden könnten, und versprach, man werde derartige Änderungen vorrangig genehmigen.

| Food Assemblies in Europa nehmen immer weiter zu |
Ein Netzwerk sogenannter Food Assemblies – soziale Unternehmen, die den direkten Handel zwischen lokalen Lebensmittelerzeugern und Kunden mithilfe eines Online-Marktplatzes ermöglichen – breitet sich in Westeuropa immer weiter aus.
Das Konzept stammt aus Frankreich, wo es 2010 als neuer Weg für die Beschaffung und den Vertrieb lokal erzeugter Lebensmittel mithilfe des Internets und der sozialen Netzwerke ins Leben gerufen wurde. Gemäß den Vorschriften der Food Assemblies müssen die Lebensmittel aus einem Umkreis von höchstens 200 km stammen.
In den ersten drei Jahren seines Bestehens wuchs das französische und belgische Netzwerk auf über 600 Assemblies an, die 4 000 Erzeuger und 100 000 aktive Mitglieder umfassen. Auch in Deutschland, Italien, Spanien und im Vereinigten Königreich wuchs das Netzwerk auf mehr als 840 Assemblies. Finden Sie hier ihre lokale Food Assembly und lesen Sie den Blog.

| FFA fordert neue Partnerschaft für nachhaltige Landwirtschaft |
Beim Forum zur Zukunft der Landwirtschaft (Forum for the Future of Agriculture, FFA) 2015 wurde betont, dass Brücken zwischen der Landwirtschaft und Umweltschützern geschlagen werden müssten, um eine nachhaltige Landwirtschaft zu schaffen, die den weltweiten Herausforderungen gewachsen ist und den notwendigen Ausgleich zwischen wirtschaftlicher Rentabilität der Landwirtschaft und gut funktionierenden Ökosystemen schafft.

| Unterstützung für Netzwerke von Landwirten |
Lesen Sie den ausführlichen Praktischen Leitfaden zum Aufbau eines Netzwerks von Landwirten (Practitioner Guide on Forming a Farmer Network), ein Instrument, mit dessen Hilfe die Kapazitäten von Landwirten aufgebaut werden sollen, um auf Zusammenarbeit basierende, innovative und kostenwirksame Lösungen für lokale Herausforderungen, denen sie sich gegenübersehen, zu entwickeln.

Der Leitfaden ist das Ergebnis eines britischen Projekts, das als kooperative Maßnahme zwischen zwei LEADER-LAG finanziert wurde. Im Rahmen des Projekts wurde auch eine Broschüre verfasst, in der mehrere britische Netzwerke von Landwirten vorgestellt werden und der Mehrwert herausgestellt wird, den sie – insbesondere in schwierigen Gegenden wie in hügeligen Gebieten und im Hochland – bringen können.

| Isolation von Bürgerinnen und Bürgern im ländlichen Raum in Europa |
In einem Bericht von Volonteurope wurde die Isolation in Bezug auf Soziales, Arbeit und Bildung von Bürgerinnen und Bürgern in den ärmeren ländlichen Gebieten Europas beleuchtet.
In dem Bericht werden die Realität der Isolation im ländlichen Raum sowie die Mechanismen beschrieben, die diese aufrechterhalten. Des Weiteren werden erfolgreiche Aktionen der Zivilgesellschaft zur Bekämpfung der Isolation beschrieben und einige diesbezügliche Empfehlungen für die Politik formuliert.

| Neue Interfraktionelle Arbeitsgruppe im Europäischen Parlament |
|
Am 12. März 2015 wurde die neue Interfraktionelle Arbeitsgruppe des Europäischen Parlaments zu ländlichen, gebirgigen und abgelegenen Regionen offiziell ins Leben gerufen.
Die Arbeitsgruppe legte bei ihrer ersten offiziellen Sitzung ihre wesentlichen Ziele fest, die unter anderem darin bestehen, der Stimme der ländlichen Bevölkerung Gehör zu verschaffen, die Kapazitäten des ländlichen Raums herauszustellen und einen integrierten Ansatz für die Themen des ländlichen Raums innerhalb des Europäischen Parlaments zu schaffen.
Im Rahmen der Gruppe arbeiten MdEP aus verschiedenen Parteien gemeinsam an Themen, die für die ländlichen Gebiete und deren Bevölkerung von Bedeutung sind. Den Vorsitz führt Mercedes Bresso (MdEP). Innerhalb der Interfraktionellen Arbeitsgruppe wurden sechs Untergruppen unter anderem zu folgenden Themen gegründet: Ressourcen für die integrierte Entwicklung des ländlichen Raums, Wechselbeziehungen zwischen Stadt und Land sowie Leben in ländlichen Gebieten heute.

| Forschung bekräftigt Rolle der Netzwerke bei Innovation im ländlichen Raum |
In einer Forschungsarbeit zur Innovation im ländlichen Raum heißt es, dass Innovation in der Lebensmittelerzeugung sowie in den Sektoren Umwelt und Energie besonders stark ausgeprägt sei. Des Weiteren wird festgestellt, dass entsprechende Projekte tendenziell stärker auf großen Netzwerken basierten, in denen öffentliche Akteure oftmals eine entscheidende Rolle spielten.
Die im Journal of Rural Studies (2014) veröffentlichte Forschungsarbeit untersuchte eine Reihe von Innovationsprojekten in mehreren ländlichen Gebieten in Europa, um die jeweiligen Beiträge der Projekte sowie die Rolle der einzelnen Akteure zu bewerten.

EXPO in Mailand startet im Mai
Die Weltausstellung findet 2015 in Mailand unter dem Thema „Feeding the Planet – Energy for Life“ (Den Planeten ernähren – Energie für das Leben) statt.

Die EXPO Milano läuft von Mai bis Oktober 2015 und hat das Ziel, „die Geschichte der Menschheit unter zwei Aspekten der Lebensmittelerzeugung zu untersuchen: den traditionellen kulturellen Werten und dem Einsatz neuer Technologien“. Bei der Veranstaltung werden regionale Lebensmittel sowie Lösungen vorgestellt, die zu einer gesunden, sicheren und ausreichenden Versorgung mit Lebensmitteln beitragen und gleichzeitig das Gleichgewicht unseres Planeten wahren.
