This report summarises a policy impact evaluation of Catchment Sensitive Farming (CSF). Model assessments of environmental outcomes are validated through analysis of water quality monitoring data and underpinned by effective farmer engagement and advice delivery, achieved through a combination of CSF Officers, commissioned contractors, and partnerships with other organisations.

The purpose of this summary is to present the results of the last phase of the evaluation of the implementation of the 2014-2020 RDP of the Provence-Alpes-Côte d'Azur region, focusing on two Evaluation Questions on the implementation of the program. Question no. 1: ‘To what extent do the multi-partner organization set up within the framework of EAFRD management and the resulting implementation procedures contribute to effective implementation of the Fund?’ and Question no. 2: ‘To what extent do the tools put in place by the region and the governance within the framework of EAFRD management contribute to a good readability of regional action in terms of agricultural policy and rural development?’.  This report answers to these two evaluations questions and provides recommendations.

This report looks to:

• assess the impact of Environmental Stewardship (ES) on landscape character and quality in selected areas to be agreed with Natural England at the inception of the contract;

• allow potential comparative research into landscape change over time on holdings where agri-environment agreements cease;

• further develop the survey work undertaken during 2014 to provide a comprehensive baseline to underpin the future monitoring of the landscape outcomes of both ES and CS schemes. This will involve utilising field monitoring techniques developed by ‘BD5303 (Annex 2) and further refined during 2014 in a rapid field survey approach; to propose any further refinements to the rapid assessment methodology where these are identified including provision of recommendations for improvements to future field work undertaken in terms of logistics, potential for co-ordination with other survey teams, recording and reporting mechanisms;

• analyse the field survey results and compare findings with those of the 2014 survey, BD5303 and the NCA threshold results of the LM0429 project (LM0429)

This report summarises the major outcomes of the Good Practice Workshop, ‘Improving data-management and information systems for the purpose of evaluation’, which was hosted by the European Evaluation Helpdesk for Rural Development.

The 16th Good Practice Workshop of the Evaluation Helpdesk on ‘Improving data-management and information systems for the purpose of evaluation’, took place online on 16-17 March 2021. The overall objective of the workshop was to reflect on innovative experiences in relation to data management and information systems for the purpose of evaluation in the context of the CAP. To this end, the workshop explored EU level projects that deal with data infrastructure, collection and monitoring, seeking to identify their relevance and usefulness for evaluation.

This report describes the progress in implementing the Evaluation Plans (EP) and is based on the screening of Chapter 2 of the Annual Implementation Reports (AIRs) submitted in 2019.

This summary report describes the progress made by the Member States in implementing the RDP evaluation plans over the calendar year 2017. The summary is based on the screening of Chapter 2 of 115 Annual Implementation Reports (AIRs) submitted to the European Commission in 2018.

PRACTICES TO IDENTIFY, MONITOR AND ASSESS HNV FARMING IN RDPS 2014-2020

In order to explore the Member States’s approaches on HNV farming in the new programming period the European Evaluation Heldpesk for Rural Development has (1) carried out an HNV survey in May-July 2016 and (2) organised an HNV Good Practice Workshop in June 2016, which provided a platform for representatives of DG Agri, Member States and HNV practitioners to discuss examples of good practices in identifying, monitoring and assessing HNV farming. This Working Document highlights the outcomes of this survey and the conclusions from the Good Practice Workshop organised in Bonn, Germany.

This report summarises the major outcomes of the Good Practice Workshop, ‘A journey through evaluation plans: Learning from past experiences for the future CAP’, which was hosted by the European Evaluation Helpdesk for Rural Development.

The overall objective of the workshop was to reflect on experiences in relation to the design and implementation of Evaluation Plans. Specifically, it aimed at: exchanging experiences concerning the design and implementation of Evaluation Plans in order to identify what worked well and what should be avoided; discussing specific elements of the Evaluation Plans in relation to the process, governance, content, management, and communication; and identifying best practices for the future for further promoting evaluation culture and for better design and implementation of the Evaluation Plans.
