This report summarises the major outcomes of the Good Practice Workshop, ‘Improving data-management and information systems for the purpose of evaluation’, which was hosted by the European Evaluation Helpdesk for Rural Development. 

The 16th Good Practice Workshop of the Evaluation Helpdesk on ‘Improving data-management and information systems for the purpose of evaluation’, took place online on 16-17 March 2021. The overall objective of the workshop was to reflect on innovative experiences in relation to data management and information systems for the purpose of evaluation in the context of the CAP. To this end, the workshop explored EU level projects that deal with data infrastructure, collection and monitoring, seeking to identify their relevance and usefulness for evaluation.

This working document compiles a selection of evaluation-related queries raised by the Member States between 2016 and March 2021. Answers were prepared by the European Evaluation Helpdesk for Rural Development in collaboration with the responsible Commission services.  

The evaluation is carried out to assess the quality, efficiency and effectiveness of the activities of the German NRN.
At the same time, the evaluation serves to optimize the fulfilment of tasks in the current funding period.
 

The ongoing 2018 evaluation of the ‘National Network for Rural Areas Germany’ evaluates the results, their relevance and the implementation of the program’s objectives in the period 01.01. - 31.12.2018. 

In 2017, the formative thematic evaluation of the AECMs was conducted. It aimed to estimate the relevance and applicability of the RDP in Mayotte.
The results of the evaluation shed light on the Managing Authorities choices concerning the modifications of Measure 10 to be submitted to the European Commission in order to envisage the opening and the access of the AECMs to farmers of the territory in 2018.
The study evaluates both the overall mechanism of the AECMs and the operational character of the AECMs in Mayotte on an individual basis.

This evaluation aimed at identifying the legal requirements/provisions that represent over-regulation in the implementation of the RDP 2014-2020, proposing simplification measures, as well as assessing the impact of the actions proposed in the RDP 2014-2020 to reduce the administrative burden for both beneficiaries and authorities.

The measures of preventive groundwater protection (on arable land) and management of arable land at risk of leaching are specially designed for arable land. The evaluation of these measures was therefore the focus of the present study. In addition, participation in the measures of greening arable land - catch crop cultivation, greening arable land - evergreen system and erosion protection for fruit, wine and hops was examined, as these also influence groundwater protection.
