As part of the evaluation activities in-depth analysis were carried out on:  

• effectiveness of Measure 4.2.1, 
• territorial and cartographic analysis of Measure 15 with reference to Sites of Community Importance (SCIs) and Special Protection Areas (SPAs),
• the network of ecological corridors, 
• survey on the beneficiaries of the type of Intervention 4.1.3 (FA 5D), 
• communication strategy of the RDP, 
• self-assessment models and/or evaluation of the LAG's OSH,
• performance of local strategies, 
• innovation potential of Operational Groups.
   

The evaluator provided the answers to the common evaluation questionnaire for rural development. The evaluation questionnaire involved answering the questions related to the evaluation of specific aspects through the analysis of the output and result indicators and the formulation of conclusions and recommendations.

The purpose of the evaluation was to show the extent to which each LEADER LAG is meeting the objectives set out in its Local Development Strategies. 

The purpose of the evaluation was to show whether the implementation of the relevant measure M19, ‘LEADER support for local development (community-led local development)’, has had positive results. 

This evaluation report presents the innovation-promoting impact of the RDP in three areas: R&D and innovation, collaborative, knowledge-sharing innovation, and horizontally, for all relevant measures.

The evaluation examines one of the most important overarching objectives of the Rural Development Programme, the strengthening of the knowledge base and the realization of knowledge transfer. In line with the objectives of the EU 2020 Strategy, Hungary also supports the reduction of poverty and the strengthening of social inclusion through the rural development toolkit. In this context, the evaluation aimed at examining the extent to which the interventions of the RDP in the period 2014-2018 contributed to the reduction of poverty in rural areas of Hungary. The evaluation looks at the progress and experience of the implementation, the examination of the already identifiable outputs and results of the measures, and the preliminary conclusions and recommendations helping to plan the next programming period. The updated version using the latest data will provides analytical results in terms of impacts and contexts, taking into account the greater progress in the implementation of the projects.

This evaluation examines the growth of competitiveness and the strengthening of economies as a result of the measures of the rural development programme. The report contains a collection of the progress and experiences of the implementation, the examination of the already identifiable outputs and results of the measures, and it formulates preliminary conclusions and recommendations to help plan for the next programming period. 

This case study report is based on the evaluation of funding documents and data as well as supplementary case studies in eight selected municipalities. As of mid-2019, around 66% of the originally planned EU funds were committed. 

This report covers the evaluation of the implementation of the LEADER/CLLD measure in Saxony-Anhalt 2014 - 2020
