This factsheet focuses on the assessment of RDP impacts on soil organic carbon content and erosion in the Czech Republic.

The evaluation of national projects and coordination projects focuses on the national projects financed by the rural development program in mainland Finland 2007-2013 and 2014-2020.

The Ministry of Forestry ordered the evaluation, which was carried out by a consortium who evaluated national projects, project management, and co-ordination projects. Furthermore, a network analysis was conducted.

This report was prepared in accordance with the Division of Labour.

The assessment of the effectiveness of environmental measures of the Mainland Finland RDP was first conducted in 2017 and will be repeated in 2019. The evaluation examined the extent to which the RDP has supported the implementation of measures promoting biodiversity and landscape, good quality of water and soil, as well as climate change mitigation. The evaluation was mainly based on monitoring information provided by the Agency for Rural Affairs (PA). 

The national evaluation system has been built on the common principles, which were detailed at the EU level. The assessment of the Mainland Finland performance was made in relation to the target values set for the measures. This interpretation was supplemented, as far as possible, by existing research data, opening up  the wider environmental impact of the RDP measures

The approach used in this work is to use computer models of pollutant emissions from agricultural land and the effect of changes in land management to provide a complementary intermediate between result and impact indicators by forecasting the potential long-term impact of GLAS management interventions in advance of long-term environmental monitoring for impact detection. Computer models are used to quantify the proportion of the baseline total pollutant load that is managed by farms in scheme, that part which is potentially controllable by the selected management interventions, and the likely reduction in load on the assumption of best practice.

This evaluation report examines how the rural network and its activities are coordinated. The Network Services Unit has succeeded in achieving its performance targets for 2015 and 2016.

The report also presents development proposals based on evaluation findings.

The performance assessment focused on the impact of the Mainland Finland RDP on the development of competitiveness of the agricultural sector. The main RDP tools for improving competitiveness are the measures relating to training and information, Farm Advisory Services, investments, development of farms and businesses, basic services, and village development. The evaluation looked at the development of the structure of the Finnish agriculture, assessed short supply chains and the economic status of the producers, and the productivity of agricultural enterprises was analysed.

The evaluation was based on existing monitoring and statistical data. The evaluation will be repeated in 2019, when the quantitative assessment will aim to identify the net impacts of the RDP, distinguishing them from the changes in the operating environment.
