This report summarises the majour outcomes of the Good Practice Workshop, 'Showing the added value of LEADER/CLLD through evaluation', which was co-hosted by the European Evaluation Helpdesk for Rural Development and the Finnish Rural Network (NRN) and Ministry of Agriculture and Forestry.

The workshop aimed at shaping a common understanding and definition of added value and its links with the LEADER/CLLD delivery mechanism and method, exchanging experiences among Member States, and discussing challenges and recommendations on possible evaluation approaches on how to show the added value of LEADER/CLLD.

The Guidelines: Evaluation of LEADER/CLLD is a non-binding document, which serves to complement the legal requirements relating to LEADER/CLLD evaluations. The document clarifies the common elements related to LEADER/CLLD evaluations and gives a wider set of recommendations on how to formulate and manage LEADER/CLLD evaluations, both at the RDP and LAG levels. The Guidelines are drafted to be a practical, hands-on guide for LEADER/CLLD evaluation stakeholders. They include step-by-step recommendations on the process and available methodologies for the evaluation of LEADER/CLLD. The Guidelines are divided into four parts:

  • Part 1: introduces LEADER/CLLD as part of the rural development policy and shows its links with other CLLD instruments financed by the ESI Funds.
  • Part 2: explains the evaluation cycle at the RDP level and describes how to assess the contributions of LEADER/CLLD towards fulfilling the EU, national and RDP objectives. 
  • Part 3: provides recommendations for LAGs on how to conduct evaluation activities at the local level, and what support the MA, NRN and other stakeholders may provide to LAGs for this purpose.
  • Part 4: glossary. 
Danish Case Study - LAG Operations Database for the monitoring and evaluation of LEAder/clld

This factcheet explores the PROMIS – Project Result Oriented Management Information System. PROMIS is an integrated web-based solution, which helps to:

  • manage the application and selection process of LEADER/CLLD supported projects; and
  • carry out the monitoring and evaluation of LEADER at two levels: RDP and LAG. This factsheet further highlights potential strengths and weaknesses of LAG Operations Databases. 
LEADER/CLLD Evaluation at a Glance

In the programming period 2014-2020 LEADER is implemented as part of Community-Led Local Development (CLLD). The CLLD strategies prepared and implemented through the LEADER method include the description of specific monitoring and evaluation arrangements. These arrangements are the basis for Local Action Groups (LAGs) to carry out the CLLD strategy’s monitoring and evaluation activities. This factsheet provides a brief understanding of the evaluation of LEADER/CLLD. 

LEADER/CLLD Evaluation: Laying the Conceptual Foundation of the Approach

The history of LEADER  and its evaluation is extensive and has grown progressively over the past twenty-five years. LEADER began as a pilot initiative in 1991 (LEADER I) and has evolved with numerous iterations (LEADER II, LEADER +) into a widespread, mainstreamed policy instrument used to support the development of rural areas across the European Union. 

The findings and recommendations of various LEADER evaluations proves that this policy tool has played a critical role in improving and developing the conceptual foundation of the LEADER approach. The path of LEADER evaluations conveys a particular story, one of institutional and societal learning.
