Rural Development in Bulgaria is managed nationally through one Rural Development Programme (RDP), funded under the European Agricultural Fund for Rural Development (EAFRD) and national contributions. The RDP sets out priority approaches and actions to meet the needs of the specific geographical area it covers.

Rural development funding through the EAFRD is part of a broader framework of European Structural and Investment Funds (ESI Funds), including also Regional Development, Social, Cohesion, and Fisheries Funds. These are managed nationally, by each EU Member State, on the basis of Partnership Agreements, strategic plans outlining the country’s goals and investment priorities.

National Rural Network

NRNs operate in each EU Member State to support and enhance rural development objectives, enable and facilitate exchange and learning between all the partners involved in policy implementation.

The operation of each NRN is supported by a Network Support Unit (NSU) tasked with coordinating thematic and analytic work, facilitating networking and exchange, and communicating the work and voices of the network.

Gestión del desarrollo rural

El Desarrollo Rural en Bulgaria lo gestiona el Ministerio de Agricultura y Alimentación. La política de desarrollo rural se define en el Plan Estratégico Nacional búlgaro de Desarrollo Rural y un único Programa de Desarrollo Rural (PDR) que abarca el país entero. La Estrategia de Desarrollo Rural Nacional para Bulgaria destaca la mejora de la competitividad del sector agroalimentario y el aumento de la calidad de vida y la diversificación de oportunidades en zonas rurales (como condición previa para el crecimiento económico y la fijación de población en esas zonas). También se presta la atención apropiada al medio ambiente y la gestión de tierras como modo de preservar los recursos naturales y mejorar las zonas rurales.

Resumen de objetivos de política de desarrollo rural

Los objetivos se eligieron de acuerdo con las Directrices Estratégicas Comunitarias (DEC) y las necesidades identificadas en el Plan Estratégico Nacional y son los siguientes:

  • Desarrollar una agricultura, silvicultura e industria alimentaria competitivas y basadas en la innovación;
  • Proteger los recursos naturales y el medio ambiente de las zonas rurales;
  • Mejorar la calidad de vida y diversificar las oportunidades de empleo en las zonas rurales.
