	Treffen der NRN auf dem ländlichen Forum in Amsterdam
	Auf der 5. Tagung der NRN und dem Amsterdamer ländlichen Forum, die am 11. und 12. Mai 2016 von der ENRD-Kontaktstelle und dem Niederländischen Netzwerk für ländliche Räume organisiert wurden, berieten Politiker sowie Vertreter von ländlichen Netzwerken und der Kreativwirtschaft darüber, wie das große Potenzial von Kunst und Kultur zur Förderung der ländlichen Entwicklung in Europa genutzt werden kann. Im Rahmen von Arbeitsgruppen, Aufführungen, Radausflügen, Milchverkostungen, Grundsatzreden und Diskussionen wurde eingehend untersucht, wie sich mit Hilfe neuer Denkansätze aus Kunst und Kultur dazu beitragen lässt, Trennlinien zu überwinden, Verhaltensweisen zu ändern, den Dialog zu fördern und neue Chancen für ländliche Gebiete zu erschließen. Die NRN berieten ferner darüber, wie sie aussichtsreiche Ansätze unterstützen können. Im Vordergrund standen das Zusammentragen und die Verbreitung hilfreicher Beispiele, die Sensibilisierung der Politik in den Bereichen Kultur und ländliche Entwicklung für den möglichen Nutzen dieser Ansätze und die Freisetzung des enormen Handlungspotenzials der Lokalen LEADER-Aktionsgruppen (LAG) auf diesem Gebiet.

Neue ELER-Projektbroschüre

Lesen Sie die neue ELER-Projektbroschüre zum Thema „Intelligente und wettbewerbsfähige ländliche Gebiete“ und machen Sie andere darauf aufmerksam. Die Broschüre ist ab sofort auf der ENRD-Website erhältlich.

Die Broschüre enthält Beispiele für Konzepte und Methoden aus ganz Europa, die sich in den Bereichen ländliche Breitbandversorgung, digitaler Marktzugang, Modernisierung landwirtschaftlicher Betriebe, Marktentwicklung, Diversifizierung in ländlichen Gebieten und Nachhaltigkeit von Gemeinwesen bewährt haben.

Die Broschüre ist aus der thematischen Arbeit zum Thema intelligente und wettbewerbsfähige ländliche Gebiete der ENRD-Kontaktstelle entstanden, die auch ein Europäisches Seminar am 26. Mai 2016 in Brüssel umfasst. Die Kontaktadresse für Anmeldungen lautet .

ENRD-Praxisleitfaden für LAG

Die ENRD-Kontaktstelle hat einen neuen Praxisleitfaden für Lokale Aktionsgruppen (LAG) zum Thema Ausarbeitung und Ausführung einer effizienten lokalen Entwicklungsstrategie erstellt.

Der Leitfaden bietet für die in den EU-Mitgliedstaaten für die Programmperiode 2014-2020 neu zugelassenen LAG einen nützlichen Überblick über die gesamte Vorbereitungsphase der lokalen Entwicklungsstrategie. Zu den Themen des Leitfadens zählen: Beratung, wesentliche Bestandteile der Entwicklungsstrategie, Leitung und Kontrolle, objektive und messbare Zielvorgaben sowie Finanzplanung.

Erfahrungen aus den ersten operationellen Gruppen

Auf einer Veranstaltung der EIP-AGRI wurde vor kurzem über die praktischen Erfahrungen mit der Bildung der ersten operationellen Gruppen (OG) und den ersten Ausführungsphasen ihrer Projekte berichtet und beraten.

In der Programmperiode 2014-2020 sind insgesamt 3025 OG vorgesehen, die im Rahmen der Maßnahme 16 „Kooperation“ von 94 der 118 nationalen und regionalen Entwicklungsprogramme für den ländlichen Raum (EPLR) gefördert werden. Ein Faltblatt bietet auszugsweise einen Überblick über Gruppen, die bereits die Arbeit aufgenommen haben.

Aufruf zur Einreichung von Bewertungen der GAP

Die Europäische Kommission hat einen dritten Aufruf zur Einreichung von Bewertungen von GAP-Maßnahmen als Beitrag zum allgemeinen Ziel einer ausgewogenen räumlichen Entwicklung herausgegeben.

Der Aufruf wurde am 25. April 2016 veröffentlicht, die Einreichungsfrist endet am 1. August 2016.

Der Aufruf schließt sich an vergleichbare Aufrufe zur Rolle der GAP in der „tragfähigen Nahrungsmittelerzeugung“ (Termin 31. Mai 2016) und „nachhaltigen Bewirtschaftung natürlicher Ressourcen und Klimaschutzpolitik“ (Termin bereits verstrichen) an.

Neues Portal für die klima-intelligente Landwirtschaft

Der neue CSA Guide ist ein Internetportal, auf dem die klima-intelligente Landwirtschaft (engl. climate-smart agriculture, Abk. CSA) als ein Konzept für Ernährungssicherheit und nachhaltige Entwicklung dargestellt wird.

Das Portal richtet sich an Praktiker, Entscheidungsträger und Forscher, die mit der CSA befasst oder daran interessiert sind. Es bietet vielfältige Informationen und Hilfen zu Aspekten wie etwa Einstieg in die CSA, Planung, Finanzierung und Fallstudien. Entwickelt wurde die Website im Rahmen des Forschungsprogramms CGIAR zum Thema Klimawandel, Landwirtschaft und Ernährungssicherheit (engl. CCAFS).

Video zum Thema Zugang zu Grund und Boden

Die Dokumentation „Land for our Food” bietet anhand praktischer Beispiele aus Großbritannien, Spanien, Frankreich, Italien und Rumänien eine wirklichkeitsnahe Einführung in das Thema Zugang zu Grund und Boden in Europa.

Das Video porträtiert einen neuen Erzeugerbetrieb in Frankreich, Schäfer der nächsten Generation in den katalanischen Pyrenäen, Ackerlandbesetzer vor den Toren Roms und einen rumänischen Kleinbauern, der gegen die Konkurrenz der industriellen Landwirtschaft ums Überleben kämpft. Produziert hat das Video das Netzwerk Access to Land.

Der EFSI in der Praxis

Im Rahmen eines ENRD-Workshops wurden unlängst praktische Möglichkeiten zur Verknüpfung des Europäischen Landwirtschaftsfonds für die Entwicklung des ländlichen Raums (ELER) mit dem Europäischen Fonds für strategische Investitionen (EFSI) untersucht.

Im Mittelpunkt standen dabei die effiziente Beantragung von Zuschüssen aus dem EFSI und die unterschiedlichen Auffassungen über die Chancen für Kreativprojekte. Ein weiteres Thema war die Errichtung von aus dem EFSI geförderten Investitionsplattformen.

Informationen der EIP-AGRI zur Kreislaufwirtschaft

EIP-AGRI hat vor kurzem ein Merkblatt und eine Infografik über die Ergebnisse der Arbeiten zum Thema Kreislaufwirtschaft veröffentlicht.

Darin sind die Chancen, das Instrumentarium und der Forschungsbedarf auf diesem Themenfeld dargestellt. Hauptgrundlage war das Seminar „Chancen für die Land- und Forstwirtschaft in der Kreislaufwirtschaft“ der EIP-AGRI, das am 28. und 29. Oktober 2015 stattgefunden hatte.

Ein Argument für eine europäische Nahrungsmittelpolitik?

IPES-Food hat unlängst einen Prozess zur Ermittlung derjenigen politischen Instrumente eingeleitet, die zur Sicherung einer nachhaltigen Nahrungsmittelversorgung in Europa notwendig sind.

Vertreter aus Politik, Zivilgesellschaft, Basisorganisationen und Wissenschaft sollen von 2016 bis 2018 auf Grundlage des Konzepts „Hin zu einer gemeinsamen Nahrungsmittelpolitik für die EU“ Vorstellungen für politische Reformen im Zeitraum nach 2020 entwickeln.

Preiswettbewerb „Farming by Satellite“ 2016

Die Teilnahme am Wettbewerb um den 2016 Farming by Satellite Prize steht Studenten und Junglandwirten offen, die innovative Vorschläge für den Einsatz der Satellitentechnik zur Steigerung von Produktion, Effizienz und Gewinn in der Landwirtschaft unterbreiten.

Der Wettbewerb wird von der Agentur für das europäische GNSS (GSA) finanziell unterstützt. Die Teilnehmer müssen auf EGNOS, Galileo oder Copernicus beruhende Fallstudien, neue Ideen oder praktische Neuerungen einreichen. Die Anmeldefrist endet am 30. Oktober 2016, die Einreichungsfrist am 15. Dezember 2016.

Programm für Landwirte und Förster zum Austausch über Bewirtschaftungsmethoden

Farming Connect erarbeitet gegenwärtig für Landwirte und Förster in Wales (UK) ein neues Programm zum Austausch über Bewirtschaftungsmethoden..

Die Organisatoren sind aktuell auf der Suche nach land- oder forstwirtschaftlichen Betrieben in anderen EU-Mitgliedstaaten, die sich in ein europäisches Verzeichnis möglicher Austauschpartner aufnehmen lassen möchten.
