Leader logo Leader (‘Links between actions for the development for the rural economy’) is an approach used by Local Action Groups (LAGs) to implement and finance their local development strategies. In general the Leader method must comprise of certain elements, notably: an area-based strategy, public and private sector partnerships (LAGs), a bottom-up approach, multi-sectoral design and implementation of strategy, innovative approaches, cooperation and networking.

The Leader approach or method forms one of the four axes of Rural Development Policy 2007–2013. It takes account of the three thematic axes which form the core objectives of the European Agricultural Fund for Rural Development (EAFRD). Leader is a required element of the RDPs for the 2007-2013 programming period. The total budget for the Leader axis is EUR 13.788 billion, of which the EAFRD contribution is EUR 5.4 billion, with the remainder made up of public and private contributions.
