FAQs
Frequently asked questions (FAQs) on this website provide answers and explanations for specific issues related to evaluation of Rural Development Programmes (RDPs) for the period 2007-2013. Thus, they are intended as a quick “one-stop-shop tool” for evaluation stakeholders to locate and clarify specific information about key evaluation themes, activities and issues. The FAQs are compiled from these sources:
- Regulations forming the legal basis for the RDPs 2007-2013
- the Handbook on Common Monitoring and Evaluation Framework (CMEF), which is a practical tool developed on the basis of the regulations to guide Member States (MS) towards a more effective system for assessing progress towards Community and national objectives, ensuring the accountability of public spending through RDPs, and improving programme performance

technical questions received from Member States by the Helpdesk of the Evaluation Expert Network
- feedback from MS through other activities of the Evaluation Expert Network, including: the Evaluation Expert Committee; needs assessments, missions and events attended in MS; analysis and synthesis of the section on ongoing evaluation in the Annual Progress Reports for each RDP;
- FAQs from other guidance developed by the Evaluation Expert Network (e.g. the Guidelines on the Mid-Term Evaluation of RDPs; Working Paper on Value Added Indicators, etc).
