Rural Portugal for a sustainable future

Summary

This inter-territorial cooperation between 5 LAGs from Portugal allowed them, by applying new technologies under different conditions, to develop a common but differential approach to generating energy from renewable sources.

Background

The starting point was the wishe to test the production of renewable energy and to figure out which technology is most appropriate in different contexts. Areas in the North, Centre and West of Portugal which have different climatic, geologic and natural resources came together. One of the LAGs involved, LAG Leader Oeste, had already gained experience in wind and photo-voltaic energy production during Leader+, thus being able to transfer these useful previous experiences.

Objective

Main objectives were: demonstrate the technical and economic feasibility of using technologies related to renewable energy and energy efficiency; discover basic mechanisms for implementing energy efficient systems for each area; generate illustrative systems on usage of renewable energy sources; contribute to diversification of the rural economy through granting access to alternative income systems; check the suitability of the legal framework.

Main activities

Preparation of a regional intervention plans by each partner and a reference manual on renewable energy and energy efficiency; implementation of at least one low-voltage wind power system, a photovoltaic system, a water system, one energy efficient system; monitoring, testing and reporting on performance of the installed systems; selection of energy saving systems to be installed in various contexts; delivering of a workshop and production of information and marketing materials.

Results & Benefits

The main results of the projects were: i) installation of at least one fully-operating renewable system for each partner region, which ensures at least 50 % of consumption needs in the deployment site; ii) demonstrating the economical feasibility of the operating systems. The projects gave also the possibility to evaluate the quality of the renwable resources exisiting in the area and to select the type of technology most suitable to the area.

Lessons learnt

The budget must be balanced in relation to existing renewable resources and the technologies that are to be developed. Trust and confidence should exist between the different partners that are sponsoring the cooperation project
