Summary
The network "Catalogo Verde" has been created to inform about and promote the wide range of possibilities that are available to farmers for knowledge development through training, information, consulting and advice in the Emilia-Romagna Region
Background
The systems for dissemination of knowledge about rural development in the Emilia-Romagna Region have been under-performing and rural development stakeholders wanted to improve this situation. The challenge was to devise a structure and system that would facilitate much better the demand-driven channelling of information, ideas and ultimately new knowledge to rural people who can then turn this new knowledge into jobs, growth and better quality of life.
Objective
The main aim was to increase the effectiveness and impact of dissemination of research results and knowledge exchange in the Emilia-Romagna region through setting up a network platform that would address the needs of a wide range of stakeholders and ultimately improve the quality and performance of rural areas in the region.
Main activities
‘Catalogo Verde’ ('green catalogue') is a web-based resource promoting all offers of training, information and advice available to agriculture and forestry holdings in the Emilia-Romagna region. All proposals are in the form of contracts entered into between private parties – farmers and service suppliers. The cost of the service can be reimbursed from 60% to 90% drawing from support available under EAFRD measure 111 and 114.
Results & Benefits
The 'catalogue' now counts more than 300 accredited training institutions and organizations that allow access to a wide range of resources of knowledge and information available at regional level. Farmers have direct access to a wider offer of services at a lower cost than in the past. Also, the training, information and counselling services are more realistic and attuned to the real needs of the farms. As a result, farm business revenues and income have improved for service users.
Lessons learnt
It is important to facilitate maximum integration of all the tools of knowledge to increase efficiency and effectiveness of dissemination. Farmers should be directly involved in all phases of choice of topics and development of innovation including a contribution to innovation costs in return for competitive results being made available. Some issue were the tight constraints imposed by the EAFRD regulation on who can provide consulting and information services, timing and aid intensity.
