Improvement of the Existing Centres for Cultural Services for the Population of the Municipality of Byala

Summary

EAFRD funding is assisting the Bayala Municipality in Northern Bulgaria to upgrade its existing community centres for the benefit of its inhabitants who will once the project is fully implemented have access to new cultural facilities.

Background

Community centres “chitalishta” have historically played a very crucial role in Bulgaria and most importantly in the development and preservation of cultural traditions. Bayala is one of the nine municipalities of the Ruse region and has a population of approximately 17 000 inhabitants. The need to preserve the rich cultural heritage of the Bayala municipality gave rise to this project.

Objective

The objective of the centres is the preservation of the Bayala cultural heritage and the improvement of public access to the existing cultural centres through the realisation of a number of infrastructural activities.

Main activities

For the achievement of this objective activities have included: (a) renovation of the wooden roof, replacement of the windows, installation of a new floor, and decoration of the walls and ceilings with latex; (b) installation of ramps and toilets for disabled users; (c) internal and external insulation, and replacement of the heating system; and (d) improvement of the infrastructural networks and facilities of the community centres.

Results & Benefits

The project activities are expected to provide residents of the Bayala municipality and potential visitors with upgraded and new entertainment opportunities: (a) high quality cultural facilities such as libraries, performance areas for dance / music / theatre groups; (b) enriched cultural world view; (c) participation in different initiatives and events; (d) better quality of life.

Lessons learnt

Community centres with their libraries, groups and bands in a small town or village are very often the only place for gatherings and entertainment of the local communities. With the EAFRD funding the sustainability of the centres of cultural services is ensured.
