Advisory Services to Small and Medium Enterprises

Summary

This project was promoted by SICLER, the Intercommunal Union for the promotion of the Clervaux canton, and consisted in setting up an office providing free advisory services to companies operating or to be implanted in one of the 14 municipalities.

Background

The Single Desk for Small and Medium Enterprises (SMEs) is a local organization created to deliver free technical assistance for rural businesses and entrepreneurs. Based upon a convention signed in 2003 by SICLER, 22 communes and some other local unions, the signatories engaged to ensure the necessary funding for the setting up and full functioning of the desk. The Single Desk is attached to SICLER and operates in close cooperation with the local Chambers of Commerce and Crafts.

Objective

The overall objective was to foster the regional dynamism and the economic development of the Clervaux canton.

Main activities

The desk is managed by an expert assisted by administrative and technical staff and it operates on four core activities: customised advice to business operators; organisation and delivery of training modules; facilitation of the dialogue among regional stakeholders; assistance to the trade unions involved in the project. The areas of expertise include, among others, business start-up and management, project financing and fiscal law.

Results & Benefits

Approximately 600 people/year benefit of these tailor-made services. The advisory services offered by the Single Desk complement those ensured by the Chambers of Commerce and Crafts and this results in a wider offer of customised assistance for business operators.

Lessons learnt

The Single desk proved to be an extremely important resource for local companies, especially those most affected by the economic and financial crisis. Initiatives of this kind can play an important role in delivering prompt and customised assistance. Also, given the volume of users, it is important that adequate resources are provided. For example, the operations of the Single Desk would be much facilitated if a second expert could be recruited.

Oesling, northern Luxembourg. The fourteen municipalities participating in the project are: Troisvierges, Weiswampach, Wincrage, Clervaux, Parc Hosingen, Kiischpelt, Winseler, Wiltz, Putscheid, Vianden, Tandel, Lac de la Haute-Sûre, Esch-sur-Sûre and Boulaide.
