Monitoring and Evaluation
Monitoring and evaluation are important elements of Rural Development Programme (RDP) planning, design and implementation. Evaluation is essential for correct assessment of the needs of rural areas, and is an important part of defining future programme strategy and making the best selection of RDP measures. Evaluation also allows the impact of the policy to be assessed and it supports efficiency in implementation. Monitoring is important for on-going assessment of programmes and provides data for timely adjustment of programme implementation. Monitoring and evaluation are particularly relevant in times of economic crisis when the need of efficient and effective use of public funds is increased.
In the 2014-2020 programming period, for the first time, a common monitoring and evaluation framework is set up for the whole CAP. Based on past experience, the European Commission is proposing to streamline the process of monitoring and evaluation of RDPs. The aim is to provide reliable and on-time data that allows proper assessment, follow up and, finally, improved implementation of RDPs.

The ENRD produces RDP monitoring tables that show the progress achieved in terms of public expenditure and output indicators for EU RDPs 2007-2013.
