Management of Rural Development

Rural Development in Poland is managed by the Ministry of Agriculture and Rural Development. The Managing Authority established within the Ministry is responsible for overall programme implementation, although some functions are delegated to other bodies. The management of EAFRD is operated by the Agency for Restructuring and Modernisation (ARMA), as an accredited Paying Agency. ARMA deals with the implementation of measures co-financed from the European Union’s budget and provides aid from national funds.

Summary of rural development policy objectives

The implementation of the Rural Development Programme in Poland (2007-2013) is based on promoting the multi-functionality of agriculture and rural areas. Policies aim at strengthening the economic competitiveness of agricultural holdings and the agri-food sector, contribute to land management and environmental protection, and enhance the quality of life and diversify the rural economy. The main objectives were chosen in accordance with the Community Strategic Guidelines (CSG) and the National Strategic Plan (NSP) in order to:

  • Improve the human potential in rural areas;
  • Promote cooperation and concentration of supply and processing;
  • Improve infrastructure in rural areas;
  • Increase living standards;
  • Protect biodiversity and the environment, including soil and to increase forest coverage;
  • Support entrepreneurship and creation of jobs outside agriculture;
  • Implement local strategies.

These objectives are addressed by specific measures of the four axes of the RDP.
