Management of Rural Development

The Department of Agriculture, Fisheries and Food has overall responsibility for rural development in Ireland. The Department of Rural, Community and Gaeltacht Affairs plays a supporting role and axis 3 and 4 measures fall under its responsibility. This is linked to the innovative approach adopted by Ireland to merge rural development axes 3 (diversification and quality of life) and 4 (Leader). The Department of Agriculture, Fisheries and Food is the Managing Authority overseeing the implementation of the Irish rural development programme. There is an Accredited Paying Agency reporting to the Department of Agriculture, Fisheries and Food, with separate divisions implementing the individual rural development schemes. However, for axis 3 and 4 measures, the paying agency's responsibilities have been delegated to the Department of Rural, Community & Gaeltacht Affairs and Local Action Groups. There is a National Strategy Plan for rural development covering the whole of the country and a single Rural Development Programme.
